Batter
  1. Place cupcake liners in a 12 cup muffin tin. Preheat oven to 350 degrees.
  2. Whisk together the flour, baking soda, salt and baking powder in a medium bowl. Set aside.
  3. Beat the butter, cream cheese, sugar and lemon zest with a mixer. Beat for 2 to 3 minutes. Add the buttermilk, egg, vanilla and lemon juice to the cream cheese mixture. Mix until well combined.
  4. Add the dry ingredients to the batter. Mix by hand until just combined. The batter will be a little lumpy.
  5. Pour the batter into the cupcake liners about 2/3 full.
Streusel topping
  1. Whisk the sugar, brown sugar and flour. Stir in the melted butter. It will form small clumps. Sprinkle the streusel on top of each muffin.
  2. Bake the muffins for 45-55 minutes or until a toothpick inserted in the middle comes out clean.
  3. Once the muffins have cooled for a few minutes, remove from the muffin tin and transfer them to a cooling rack.
